add a bigger ratelimit toward server icon changes

When trying to see a picture would go along well with a server I run into problems, the limit, 2 server icon changes every 5 minutes, as a indecisive person I think this should be upped a bit, doesn't have to be by a lot, could just be a tiny bit.
