Add roles to webhooks

Pretty much, Discord has a default way to handle bots, users and alike, why webhooks has different set of rules? It would be interesting if they were exactly like users so administrators are able to handle exactly how they could interact with the server.

In case you are imagining "Why not just handling your webhook to make it have the correct interaction?" Simple. I don't have, for example permission to change github at all and I don't have the time to create a webhook fixing that issue. If one person were to make a pull request with a @everyone tag. EVERYONE will be tagged. And guess what, I don't have permissions to block the everyone for the webhook because they are special potatoes for some reason.

And people WILL try to keep tagging everyone be it for just trolling or get more views in their announcements.
