Manage Roles Feature

I have an idea that I think a lot of people would agree with me.
So, my idea is to change the whole "Manage Roles" permission to another permission.
The permission would called "Manage Roles" like the old permission, but the permission itself would be different. You could choose some roles that the specific role will be able to give.
If you do not understand, I will explain, say and you want to bring the "Police Chief" permission only give police permissions, then you can choose specific permissions that the police chief can bring.
