Only allow moderator/admin to mention roles

I think there should be an option to set that only admins/moderators should be able to mention roles. Right now you have a choice between letting everyone mention a role or no one. Implementing this feature would benefit bigger servers a lot. For example if you are on a mobile app server and there is an update to android servers it would be nice to @android role rather than everyone. I have seen similar suggestions that have 5k upvotes so it's a possibility discord don't want to add this feature.
