please allow server staff to reorder emotes in the emote list.

I have some emotes that I would like to be unlocked regardless of boost level, as well as other emotes that don't really pertain much to our server, but were added because our members requesting them. The only way I see of keeping the emotes that fit the theme of the server permanently unlocked, is if we download and delete all emotes we have, and reupload them in the order we'd like. Now you can imagine that this sounds like a rather tedious task. Especially for servers with a lot of emotes. What I am proposing is discord allows us to reorder emotes in the server emote list, thus allowing us to choose which ones are kept regardless of boost level/what emotes are unlocked at boost level 1, 2, and 3.
