1. Making Sign In the default may help alleviate the multiple account creation issues. Creating a new account could be a link at the Sign In area.

2. If a user is already logged in, for some reason they have to sign in again to post sometimes, as I was asked to do for this feedback.

3. You may want to avoid forcing users to check and validate an email if they are originating from a new IP address as dynamic IP addressing is a real thing for some ISPs. Instead you could send users a warning email that someone logged in from a new location [or device] and provide links to change their password, block, etc within that email if they suspect it was someone else.
