Adding Admin Privileges to Server Video Cameras

Server Owners and Admins cannot shut down a user's camera when they are using the Server Video feature. It would be very useful for Server Owners and Admins to be able to toggle cameras similar to the "Server Mute" and "Server Deafen" features that currently are available for server management. This would allow for better community management, and the prevention of misuse of this new feature.
