Manage default notifications settings for channels serverside

Consider the following usecase:

- 1 server
- 20 channel categories
- about 15 channels per category
- each user uses at most 5 channels, 3 in average.

Whenever a new user join the server, it instantly becomes a notification nightmare and if they're not comfortable with discord, it's a real pain for them to configure the notifications properly.
It could be a great feature to manage de default notifiations settings per role per channel serverside, but of course, still letting the user configure its own settings differently than the defaults provided by the server if he wants to.

  Yes, there should also be the ability to have channels muted by default, such as bot command channels or other spammy channels

  All notifications should be muted by default and a user should be able to turn on only the ones they want. It is very annoying they are all auto-on.
