Make message containing (at)everyone or (at)here tag non-sendable if either tag is disabled on specific channel, or on specific role

The idea is to make the client not send the message if the user attempts to send @everyone or @here tag in the text channel if they are disabled in the channel, or if there's no permission to use them in user's role as if the user attempted to send the message too frequently in channel with slow mode.
