Add .webp as supported file type when uploading an emoji.

When uploading an emoji to a server, the available filetypes are .jp(e)g, .png, and .gif.  However, if you save a webp version of your emoji (i.e. via photoshop & webpshop), then rename it to '[name].png', Discord will accept the file and create the emoji.

    PaintNET has become very good at WEBP handling too, especially its support for saving as lossless WEBP that still manages to have 15% smaller filesizes than OptiPNG. So I support this proposal.
