Chat/Category Bug

This is what i think the issue is, not sure if it could be anything else: 

When someone on a phone moves chats in the server settings area, it moves other chats from another category around and is REALLY annoying to see every time I come and and a new chat has been made or moved and I see the channels in another category have been shuffled about, they don't move category, they just switch places with each other in the same one. Please fix this, please please please.
