Fix Phone Verification + Patreon Integration

Our large server with Patreon integration needs more security. We have two things set up:

1) Phone verification. Do not allow users to post unless they've verified a phone.
2) Patreon integration. Auto-assign all patrons a role when joining the server.

These features conflict with each other. If you have at least one role, you bypass phone verification. Please replace this behavior with a "bypass phone verification" permission. Any other solution that allows us to have 1) and 2) at once would also be good.

it would be great if discord would add this tbh. I wanna see this in the next update. It would decrease chances of bots joining and spamming too. my server has a bot that auto assigns a role to every user that joins and that makes every user bypass the phone verification requirement and like 🥺🥺🥺PLEASE SEE THIS disc staff ilu
