Add role setting to list all threads in channel list

Currently, only the threads one has manually joined are added to the channel list for a particular user. It would be good if an option existed for moderators to have all threads listed in the channel list. This would alleviate some concerns around thread moderation, as mods would be able to immediately see all threads created across all channels.
