i can't see my friend's video?

whenever my friend turns on their camera, i see a crossed-out camera symbol in the bottom corner of the square where their avatar is instead of their video. it has nothing to do with their webcam because they see the preview of themselves fine, and we don't have this problem when i join the call on discord mobile. they can also see me fine through my camera. this only happens when i'm on the desktop app. discord and windows should all be up to date, and i don't believe i have any weird settings on. what's causing this?

  I'm having the same problem but on discord mobile and I'm unsure why, is there any way to fix this problem?
