[SUGGESTION] Feature suggestion - "Pinned Notice"

New pins get often overlooked and so I would suggest a "window" of sorts that a person could "turn on" and write inside messages that *must* be seen even in busy channels (e.g. "For new context check the pin") which would show the first time the person comes to that channel after it was created and can easily close it. Such messages would be helpful in busy channels or event channels where people keep chatting bur still ask one and the same question or ask what are people talking about etc. It would be similar like these dismiss messages discord itself shows.
