Assign slow mode to roles.

Discord has at the moment 2 states for roles: x-slowmode and ignore-slowmode (for moderators). Now it would be cool if you can assign slow mode to a specific to a role or that you can exclude a role from the defaul slow mode.

This can be helpful in different ways: For example if you have a reward role, for example if you voted for something you get the role, and you want to give this role as a perk less slowmode in an advertising channel for example.

Implementing can be done by different ways. The best way in my eyes is making an extra channel perm for roles
