User Mute (for servers, non-destructive "block")

I've looked through the other suggestions for text channel muting, but none of them really fit what I'm looking for. Basically what I want is a way to mute a user in a way that is similar to a block but without all the destructive side effects. Sometimes you just don't want to see messages from someone for a while. The feature would be defined as follows:

• Messages from them will be hidden as if they were blocked (though it says message hidden for mute reasons instead of block reasons)
• You will not receive notifications for messages they send.
• Unlike a block, if you are friends, you will remain friends.
• They should still be able to react to your messages.
• If they can DM you, they should still be able to DM you and you should be able to see it.

This is a similar request, but they specifically mentioned that they want those messages gone completely, and that's not something I'm interested in.
