Enhanced TTS - TTS for Voice-channels, Language Selection

Allow a TTS message in a Voice-channel's embedded chat to be heard by the users in said VC without the chat open.- This allows people in a VC that are focusing on other things to pay attention to the text chat without having to look the chat itself. (Perfect in case that some friends are so focused in-game that they can't see your text messages in the #vc chat)
TTS in different languages that aren't english.- Because listening to something in french pronounced as if it were english can be really distracting and makes the TTS unusable for non-english speakers. Some ways that this could be applied would be...

Add a TTS language selection different from the Discord's app language selection. (Because some people just like to read in english no matter what their first language is).
An option to select the default language the TTS is going to read in a per-channel basis.
Allow users to select the language they want the TTS to speak while writing the message itself in the chat. (Just like those bots that give you an [language:] option)
