Make "Create Posts" A Separate Permission

I don't know why we have Send Messages in text channels and Create Posts in forum channels as one permission and Send Messages in threads and forum posts as another. I feel like Create Posts should be its own separate permission and sending messages in text channels should be combined with the other Send Messages permission. Either that, or there should be separate permissions for each. Like Send Messages In Text Channels, Send Messages In Threads, Send Messages In Posts, and Create Posts.
