Option to ping users by role on a Forum post without having to automatically commit them to the post.

For large servers that use forums, users who have post permissions should have the option to ping users by role without automatically having them as followers of the post.
If a role is being used by more than 100 people, the default behavior should be that users are simply notified of the existence of the post if they are being pinged by that role.
