Adding a window for displaying information about problems with api spotify

My usercase:
1. Plugged in the spotify
2. Changed the password for the spotify.

We don't see an alert from the discord itself that the spotifey api is failing, although if you look in the console you can see the errors it sends.

I think that Spotify is now an indispensable tool that helps us with our music, so it would be logical if in case of problems with data from Spotify the user would be notified that their Spotify account needs to be reconnected.
