Ex-Members Pre-Community Integration Into Server Unable to Talk When Joining Post-Community Integration

Hi there,

My server recently ran into a bug where former members of our server from before the community update can join, but aren't able to speak. According to one who was able to talk eventually, they said that when you initially join, the welcome screen with the rules doesn't appear, and the server requires that a person accept the rules before they can interact with anyone. This means that those members can't access our server. The person who managed to speak said it worked with a Discord refresh, but that workaround is inconsistent, since not every former member can do so. This bug seems like a soft lock from letting old members rejoin a server, and this should be fixed as soon as possible.
