My server has impersonated people

On my server, people have been creating accounts and impersonating all sorts of people, e.g. my mom, my teacher, my friend from Minecraft, and I think I know who's behind the scenes. Problem is, I don't have enough evidence to catch him red-handed. Can anyone help me?
