Bring back the option to stream at 360p

I occasionally stream gameplay for my friends and I have poor internet speeds so the only way I was able to do this was by setting the quality to 360p. This is also the case for another one of my friends in the server. With the new minimum resolution of 720p, neither of us are able to stream gameplay anymore. There was no reason to remove this feature. Removing the ability to stream at 360p didn’t make streaming better, it only made it harder for people like me or downright impossible for my friend.

  I stream my art, and I've found that after launching a stream you can still drop it down to 480p. However, I would like a 360p since it seems like actually playing games hasn't worked for me
