Allow Transfer of Ownership in Groups When Owner Permanently Deletes Their Account.

Currently, when the owner of a Discord Group DM permanently deletes their account, they remain the owner of the group. This can cause problems for the remaining members, as they cannot:

• Remove unwanted members, such as those who were mistakenly added or are inactive.
• Transfer ownership to another active member who can manage the group.

This feature would be helpful for ensuring the continued functionality of Group DMs whose original owner is no longer available.
