When you block a user, their reactions should not count UNLIKE blocking their reactions
Blocking users on discord prevents them from pinging you, messaging you, and hides their messages. However, they can easily tell if they're blocked if they can't react to your messages. And by being unable to react to your messages, if they try, they will know that they've been blocked. This could make them upset, so:
Instead of preventing them from reacting to your message (their screen will shake if they try)
Have their reactions visible, but invisible to anyone else.

When I block someone, it is usually because they are causing me stress with their commentary, and I do not want to allow them to have access to reacting, for they might continue to harass me via reactions. Whether they get upset or not is none of my concern, for I need to focus on making sure my mental health is protected.
With some people I have blocked, I need to block all forms of communication from them, which includes blocking reactions.

It doesn't. I have had this message pop up because the other person had extreme privacy settings on

What exactly does it mean if you can ping someone but can’t react? I thought if you were blocked you couldn’t do either? I haven’t tried a DM yet.

i blocked someone but they were still able to react to my messages
