No Sound In Discord VOIP or Links Posted In Channels

Just recently, I lost all sound in Discord.  I can transmit on VOIP channels and can be heard just fine.  I can't hear anyone else, nor can I hear any audio from anything (YouTube videos and such) with links posted to text channels.  I have outgoing sound from my microphone, but no incoming sound.

 

When I connect to a voice channel, and click "Connection Info" then "Debug," it tells me my available incoming bitrate is 0.00 Kbps.  Does anyone know how I can change that, so Discord starts sending me sounds again?
