Use scroll wheel to fine-tune sliders

I'd like to be able to use the scroll wheel to fine-tune sliders, especially people's volume sliders. Sometimes some person or music bot is really loud and it can be hard and annoying to adjust the volume with 1% accuracy using the mouse. Using the scroll wheel for this seems useful and intuitive.
