[PTB] Discord main page takes around 10 seconds to appear (see details)

When I try to open the main Discord window (can't test the overlay right now) from the taskbar, it takes around 10 seconds to appear. It would be normal if it was starting, but it's already running in background (it's always on, and I tested again while checking if it was).

Doesn't take longer than usual when not already running

Latest Discord PTB version

Windows Insider Build 18317.rs_prerelease.190111-1556 (Fast Ring, latest as well)

AMD Ryzen 5 1400

Nvidia GTX 1060

8GB RAM (2 1/2 free)

SDD (40/240GB free)
