Exclude and allow certain roles from content filtering

At the moment, the moderation system allows filtering of all members, all members without a role, and no members. Instead, perhaps replace the 'users without a role' with a whitelist/blacklist system, where you can manually set which roles are monitored. This is handy for servers that give out purely cosmetic roles such as levels or titles, but still want the content to be filtered.

  Or an option to allow moderator roles (manage messages permission) to be ignored from the filter.
