Overlay Notification Disable via Notifications Settings

Add a toggle to the notifications screen that says something like:

Enable Overlay Notifications.

That way you can disable overlay notifications from both the Overlay section and the Notifications section.

All notifications should be able to be enabled/disabled in the Notifications area, it's misleading to not have it there.
