Add a permission to restrict the people certain users can see on the online list

The server I'm on has a "you must type this to get access" bot. We used to keep that channel visible so we can make fun of them behind their backs/help them with issues, but the ignorant people who didn't read the rules would just randomly ping/DM people who were online complaining that they can't access the server. Since this got annoying, we had to block normal people from seeing that channel. My proposal would be to add a "See users" permission which lets you select which people you can or can't see. So, for example, it makes sense to have the staff visible to those users in case of a bot issue, but not any of the the other users.
