Allow chat channel to ban the use of emoji for all ( including owner )

I'm a rare case but it's possible there are others. I have a chat channel that relays messages through the API into a different location ( a L4D2 server ) and when you relay an emoji within the message it comes out as Gibberish and ruins everything. I need to be able to restrict an entire chat channel of using emoji, which must include everybody, no matter how high their access is.

  I don't know how to edit, I don't mean the reactions attached to a specific message, I mean the conversion of ":D" into the icon, and ":(" into the other icon.
