"Disable Video" option is functioning as a second "mute" button

Someone else and I were wondering why we couldn't hear somebody in the VC. Both of us initially had their video disabled (although at the time, they didn't have a webcam up). Once we re-enabled that option for them, we could hear them. Re-disabling mutes them and anyone we use it on.

  Noticing this as well. Seems like if someone IS streaming video, if you Disable Video it does what's expected.. but then when they stop, it mutes them completely.

  Have this issue since yesterday. Don`t know if it was fixed or not, but it`s a little bit annoying.
