Add 0.25s to 1s delay upon dragging servers with mouse cursor to prevent accidental dragging causing unintentional lag

This could be useful when you want to click on a server and not accidentally drag it. since dragging a server a few pixels by accident causes a second or more delay before you can click it again. and can be annoying when you accidentally drag a server out of the order that you wanted them in because you accidentally dragged your cursor over it before fully stopping your cursor from moving. which also causes about a 1 second or so delay before you can actually click on a server again to switch to it.

My suggestion is to make at least 0.25 to 1 second delay upon clicking a server before it will start dragging the server. so if you release the click before 0.25 to 1 second delay is up it will open the server instead of attempt to drag it.

The way it is right now is it instantly starts dragging the server icon around if you move your mouse by 1 pixel accidentally when trying to click on it or you dont fully stop your mouse from moving when you go to click on the server icon.

Maybe it can also be an optional setting for people who prefer the old behavior. maybe its disabled by default to prevent old people from being bothered by the change
