Allow "new member messages" to be turned off by the client

The messages that appear in channels when someone joins the server are annoying and I'd like to turn them off. I found https://support.discord.com/hc/en-us/articles/115001156852-New-Member-Messages, but this shows that the appearance of these messages can be controlled only by a server administrator. Individual users should decide whether or not they see these messages with a client setting. Toggling join/leave messages is an ancient feature in chat clients, and having it server-controlled makes no sense. It'd be like if the server administrator decided what font size the clients used.
