Support Intel iGPU QSV (QuickSync) for streaming video encoding

Currently, it looks like the share screen / streaming option always uses NVENC where available. However, many of us on Intel/Nvidia systems also have (with Intel drivers installed) an iGPU available that is typically not used by games. This iGPU is a great target for hardware video encoding via QSV, taking load off the dGPU used by the game.

Ideally, Discord would let us pick which GPU/API (NVENC vs QSV vs AMD VCE) to use when available. This is something OBS supports.

  I agree. Offload the encoding to iGPU so my dGPU can focus on giving me those sweet frames!
