There should be an option to block people without friending them (as in people who I do not share servers with)

I think the "Add Friend" button should also come with a block option. There's people I want to preemptively block for various reasons, say I find out someone who gave me a hard time who had previously deleted their account makes a new one, and for my safety I'd prefer to have an option to block them from tag alone. Not just merely friending them and then clicking the three dots on their profile to block them immediately afterwards.

I say this because I wouldn't want the people I'm doing this with to notice I friended them even if it is for a split second.

  That is a very good idea. Write a ticket ( https://support.discord.com/hc/en-us/requests/new?ticket_form_id=360000029212 ) and choose "Feedback/New Feature Request". It's a nice idea and it will be very nice if you can block this people with their User-ID too.
