Feature Request: Set your own voice server override for another server

Due to an issue with the network in my immediate area that is outside of my control, I get latency issues when I use Desktop discord when it connects to any US-West server.

But if I use the Browser version it connects to US-East so I dont have the problem.

Therefore I'm requesting the ability to change my own server override to compensate for the issue without having to disrupt the entire server, who has members from all over the world.

If required, then add a server admin requirement for security purposes.

NOTE: It is not a server I am the owner of, hence the nature of the request.
