how do i text/talk to someone? I have two user profiles and want to use my mobile

I have two user profiles and want to use my mobile number on the one im logged in as.

But i cant transfer it from Username828 #8391, I have deleted this account but it still says the mobile number in attached to another account?

    Is the account completely Deleted? If not, it takes around 14 days to be completely deleted.
