Tag Threads for Discoverability

I moderate a server with 2k+ members, where we have been enforcing the usage of threads.

The server is organized by channels, but we have been creating a reasonable amount of threads, and the discoverability aspect of the threads is tough. The high level ask is to facilitate the thread-discovery process for our members.

This feature request is to add "tags" to threads from a configurable server-wide list and allow users to search for threads and query the tags
