Add option to restrict DMs (without friending them) to specific roles only

I am sure you know, servers are plagued with bots that go around DM'ing people. Would be great to limit who can DM users on your server (Without friending them) based on roles.

    Bump. Please, this would be great. The ability to specify a role or individual users would be so appreciated.
