Add a quantitative restriction on the issuance of roles.

Add something like a limit on the number of roles issued. Often people take to their clan more than indicate the limit that they are allowed to take, then complain about the kick of these people from the clan. We have to somehow get out of it by taking the opportunity from the head of the clan to issue a role to a person who will be a member of the clan.
