Maximum number of soundboard sounds errors

The soundboard is incorrectly showing I've exceeded the limit of uploads.

Here is a tier 1 boosted server-- the help article indicates the cap should be 24 sounds. I'm getting blocked at 6 with an error message saying I've hit the limit of 12. Below is the same error in a non-boosted server; there should be room for one more sound:
