Why doesn't the Private Channel switch work?

Regarding the Private Channel toggle, while it makes the channel private, you still need to you need to change the roles/permissions on the channel in question. You need to specify which roles on your server have access to the channel in question.

So as I understand it a Private channel/server isn't really private unless you use Role restrictions?

Currently, Discord has no "Private Channel" toggle feature. As I discuss below, if you wish to have a private channel, you need to change the roles/permissions on the channel in question.
To make the channel private, could you click the "Edit Channel" (cog icon) > Permissions > @everyone > disable all permission by clicking "X" and then save the changes you made. After that, under "Role/Members", you add the role/s you want to have access to that channel by clicking the "+".

While I understand the necessary procedure, since the majority of your users most likely don't since there are no instructions or reference to it given in the relative section of the app.
Since in my recent experience making a private channel by flipping the switch & trusting the app, the automatically applied settings, adding the lock icon in the listings & disabling the @everyone Role but leaving the included @Knight Role with normal access makes people think that they have created a secure channel when in fact most people can come & go as they please. I've since found out that Role Restriction is also required to make a server private as well (per their own help section) this issue is made even worse.
I find this situation both a deceiving & dangerous lie to put on your trusting users. It would be better to at least not include the @knight Role effectively locking the channel from everyone until they looked & found out the reason it wasn't working or better yet, when the private switch is toggled on, have a bubble popup explaining what else they have to do including having them create a new Role before continuing.
[Takeaway]
If you make a Private channel or server on Discord without using Role Restriction your channel or server is NOT secure!
