Cosmetic roles being only cosmetic

Hi all, I’ve been sorting out roles for a variety of servers recently and this struck me as a potentially useful change to allow admins to sort out roles not just for the general populace but also themselves.

The idea is that rather than have Cosmetic roles just be normal roles without any permissions with the normal restrictions of not being able to be put higher than the person ordering them unless the person is the server owner, they are entirely free to be moved along the hierarchy or kept entirely separate with the restriction that once they are set as cosmetic they cannot be given any extra permissions, therefore keeping them exclusively cosmetic and removing the need to ask a server owner to go into the settings if a mod wants to have a custom colour for their name.
