Agree to rules single Channel

Hello there

I moderate a rather large discord server for a game and one of channels is to help appeal situations that have gone wrong. We have had a lot of new people recently and wanted to set it up so that anyone that goes to post has to confirm they have read and agreed to specific rules. 

Want this as a single channel separate from the whole discord server rules. Is this something that can be done?
