Proper Channel Archive

Add an option to add a proper channel archiving. But differently than other suggestions propose. This means it will make the channel read-only and it will stay accessible only to members who had access before. Therefore, not even new administrators (except for new owners) should have access to such a channel.

Members with access to the channel and with the administrator permission should be able to either permanently delete the channel or bring it back where the read-only access to the previous members will remain, however, new administrators will also be able to access/manage the channel.

With very old guilds, this has become an incredibly massive issue because giving the administrator permission is sometimes needed, but impossible because of private (old) channels.
