Choosable banner color

Currently, the banner color for a user's profile is the "most prominent" color in their profile picture. However, this isn't always the case (a small color, like a belt, can become the banner), and sometimes the banner color can be horrid as a block but work in a PFP. Nitro users already have customizable banners, but simply letting regular users select a hex code would be a simple solution to this.
