Channel name/topic manual localization

For members of various language speakers, I think it'll be better we can set localisations of channel names and channel topics.

Followings are expected feature.

Preffered language: Set on each servers, it acts as 'default' language in the server. Channel name and topics in this language will be shown to members who if they have not been set localisation into the languages what they are using.

Autotranslation: Supporting to users who can speak only single language, discord suggests results by machine translation.
